Water restrictions originally ordered by Federal Court Judge Oliver Wanger in an attempt to improve conditions for the Delta Smelt were worsened when the Interior Department shut down pumping plants in California's San Joaquin Valley. Tens of thousands of jobs have been lost. Hundreds of thousands of acres, some of America's richest and most vital farmland have been fallowed. Interior Secretary Ken Salazar blames "Global Warming". Congressman Devin Nunes who represents the area states "the lack of water south of the Delta is the direct result of pumping restrictions imposed by our government – a man-made drought or government-imposed drought is the most descriptive way to describe the crisis."
